Other fineable offences include leaving waste receptacles out for several days, restricting street access, or abandoning damaged bins that could attract vermin. However, councils cannot issue penalties for trivial infractions like accidentally putting items in wrong bins.
Before issuing fines, councils must contact householders in writing, outlining the breach and giving them time to put things right. Householders then have 28 days to explain why penalties shouldn’t apply.
Government guidance states councils “must consider any responses from the householder” before issuing final notices. The maximum penalty stands at £80, with clear appeals processes available to residents.
