Leicestershire Police say they believe the shooting is linked to a firearms discharge at a property in Cort Crescent, Braunstone last week.
A 40-year-old man has been arrested on suspicion of conspiracy to possess a firearm with intent to endanger life in connection with that incident.
Detective Inspector Louise Rooke, from the Complex Investigation Team (CIT), said: “I am aware that we issued information that we are investigating a firearms discharge at a property in Cort Crescent, Braunstone last week.
“At this stage, we do believe that these two incidents are linked. As part of our investigation into that incident, a 40-year-old man has been arrested on suspicion of conspiracy to possess a firearm with intent to endanger life and remains in police custody.”
