Driveway rule change boosts EV charger rollout across England – need to know

  • A major rule change is now in force across England that makes it easier for homeowners to install electric vehicle charging points on their driveways.
  • The Department for Transport has scrapped the need for planning permission to install EV chargers on private residential driveways, workplaces and public streets. The move, which came in a year ago, aims to speed up the rollout of charging infrastructure by removing bureaucratic obstacles that were causing delays of up to nine months.
  • The change was part of the Government’s push to encourage more motorists to switch to electric vehicles ahead of the 2030 ban on new petrol and diesel cars. Public charging infrastructure is seen as crucial for persuading drivers, especially those without off-street parking, to make the switch.
  • According to a National Audit Office report from December 2024, the UK is on track to meet the Department for Transport’s target of 300,000 public EV chargers by 2030. The Government has invested more than £2.3 billion to support the transition to electric vehicles, it said.
  • Minister Lilian Greenwood said at the time: “We’re cutting down on paperwork to power up the EV revolution so that drivers, businesses and those looking to make the switch will have more chargepoints to power from and less red tape to deal with.”
  • Industry experts welcomed the change when it was announced, with Lewis Gardiner from Osprey Charging Network calling it “a hugely welcome and practical change that will make a real difference on the ground.” He said removing planning permission requirements “will save months of delays, reduce costs and accelerate the delivery of the rapid charging hubs drivers need.”
  • However, challenges remain, as the RAC warned that the “relatively high cost of public charging still needs to be tackled.”
